Benjamin (Ben) Rose is a local government professional with over 20 years of experience working across Western Australia. Currently serving as Chief Executive Officer, Ben brings a practical, people-focused approach to leadership, shaped by a long-standing commitment to community service and organisational integrity.
Throughout his career, Ben has worked across a range of government and private sector contexts, often in roles that require navigating change and challenging established ways of thinking. He believes in setting the tone through consistent practice - whether that’s supporting teams through complex transitions or helping shape policies that reflect the needs of diverse communities.
Greg Lockwood | Director Business
Greg Lockwood brings over 30 years of experience in administration and finance, including 23 years in local government. Throughout his career, Greg has developed a deep understanding of how effective governance, sound financial management, and strong community relationships contribute to successful outcomes for local communities.
Greg is passionate about helping the Shire operate efficiently and ensuring that public resources are managed responsibly to deliver long-term value. Greg is known for his approachable and collaborative style, always willing to listen, offer practical advice, and work closely with colleagues, community members, and stakeholders to find balanced and sustainable solutions.
Gail Ipsen Cutts | Director Community Services
Gail Ipsen Cutts is a seasoned Community Development professional with approximately 30 years of experience, dedicating the past 24 years to the Shire of Manjimup. Gail commenced her tenure with the Shire in September 2001 as Manager of Human Resources and Community Development. For the past 19 years, she has held the position of Director of Community Services, providing strategic leadership across a broad portfolio of community-focused initiatives.
Her tenure has been marked by significant contributions, including the advancement of seniors’ housing projects, the development of the Manjimup Heritage Park, and the strengthening of community resilience in response to regional challenges.
Jason Giadresco | Director Development Services
Jason Giadresco serves as the Director of Development Services at the Shire of Manjimup, where he oversees key portfolios including Planning, Building, Environmental Health, Sustainability, and Ranger and Emergency Services.
With over 12 years of service at the Shire, and previous experience in both Governance and Planning roles, Jason brings extensive local knowledge and strategic insight to the Executive Team. A central focus of his leadership is enhancing community understanding of planning, building, and health regulations, and continuous improvement. Being from Manjimup, Jason is deeply committed to upholding the values of the Shire and takes great pride in contributing to its ongoing growth and prosperity.
Catherine Mills | Director Infrastructure Services
Catherine Mills is the Director of Infrastructure Services at the Shire of Manjimup, bringing extensive experience in the planning, delivery, and management of public works projects. Her career spans leadership roles across transport planning, road construction and maintenance, stormwater and hydrology initiatives, asset management, and community infrastructure development.
Some of Catherine's key achievements including being lead engineer on the upgrade of Mottram Street (South Western Highway) in Manjimup, which involved the construction of a new roundabout, and the reopening of Ipsen Street to the highway. She also served as the Shire engineer on the development of the Heritage Park playground, a major community project which is now a valued local asset.
